Employment equity compliance, out of the box.

Effortlessly comply with Department of Labour reporting requirements with our automated processes. Our powerful payroll software comes equipped with comprehensive employment equity features right out of the box.

Designated employers must report to the Department of Labour under the Employment Equity Act every year, and the EEA4 remuneration report sits at the centre of it. Pulling that data together by hand — occupational level, gender, race, disability and remuneration across the workforce — is exactly the kind of deadline scramble Bluubin removes.

Bluubin is employment equity reporting software that captures the attributes you need as part of normal payroll, keeps them aligned with the latest Department of Labour standards, and generates a submission-ready EEA4 report on demand — no spreadsheets and no specialist knowledge required.

Frequently asked questions

Who needs to submit employment equity reports?

Designated employers must submit employment equity reports. Since the Employment Equity Amendment Act took effect on 1 January 2025, a designated employer is simply one that employs 50 or more people — the old annual-turnover test for smaller employers has been removed, so businesses with fewer than 50 employees are no longer designated on turnover alone.

What is the EEA4 report?

The EEA4 is the Employment Equity Amendment Remuneration Report, which shows the remuneration and benefits of employees across different occupational levels and demographic groups.

Does Bluubin keep up with regulatory changes?

Yes. Bluubin's employment equity module is updated to reflect the latest Department of Labour requirements, so your reporting stays compliant without you having to track regulatory changes yourself.

How does Bluubin generate the EEA4 report?

It captures the attributes you need — occupational level, gender, race, disability and remuneration — as part of normal payroll, then generates a submission-ready EEA4 on demand with a single click.

What employee data do I need for employment equity reporting?

You add occupational level, gender, race and disability to each employee profile, and Bluubin uses that data to track employment equity across the required metrics.

Do I need specialist knowledge to report employment equity?

No. Bluubin captures the data during payroll and produces the EEA4 automatically, so there are no spreadsheets and no specialist knowledge required.

Is employment equity reporting built into Bluubin payroll?

Yes. Comprehensive employment equity features come out of the box, so designated employers can meet Department of Labour requirements without extra software.
